BIT-PAL structure includes the bases for potential improvements and long-term sustainability as reflected in its design, which include four phases:

  1. Preparation and launching;
  2. Teams training and curricula development;
  3. Pilot testing and evaluation;
  4. Technical report writing and final diffusion.

I. PREPARATION AND LAUNCHING PHASE:

Local partners will establish a joint commission of academics and professionals with the assistance of EU experts. A questionnaire will be prepared and distributed to a representative sample of professionals and businesses in addition to personal interviews. The commission will analyze and asses the available programs, skills, and know-how of both academics and professionals. At the end, a first workshop will be organized for presenting and discussing the results, and to prepare the 2nd phase

II. TEAM TRAINING AND CURRICULA REVISION PHASE

This phase comprises three parts:

PHASE II – PART 2: CURRICULA DEVELOPMENT

This phase addressing three programes in the Palestinian universites involved in BITPAL:

Three committees comprise of experts from EU partners and interact with stakeholders will prepare a detailed draft for the proposed curricula including content, teaching method, references, suggested pedagogical tools, and practical training sessions.

PHASE II – PART 3: SUPPORT STRUCTURES AND STRATEGIES

The competence centres will be established in each PS University in WP4. These centres will be the basis for local training centres required to conduct pilot tests and will facilitate the participation of target groups in the pilot training sessions.

III. PILOT TESTING AND INCUBATION PHASE

The main objective is to conduct pilot testing of the proposed courses on target groups. Project SC will choose three groups of students and trainees in the targeted programs (computer engineering, computer science, and diploma of computer programming).

This phase aims at validating previous recommendations based on tests on target student groups in a real-life context to initiate collaboration between local partner universities through the participation at common production activities.

The most six viable project of the whole groups in participated university will be selected and the project partners will provide a hands-on business incubation and a support package including technical, strategic, legal and logistical support to help get the business started. Each chosen spin-off project will be monitored and supported for a period of five months.

IV. TECHNICAL REPORTS WRITING AND FINAL RESULTS DIFFUSION PHASE

During this phase, a joint effort shall be made to present the achieved results, to produce summary documents, and to issue the final project report.

  1. Specialized training missions in EU to cover various aspects at the host universities; teaching curricula, pedagogical methodology, equipment, including culture.
  2. Basic training sessions to tackle the main concepts and basics for each theme of the training missions. These sessions will be held in PS partners university to allow participation of large number of trainees including professionals.
    1. Bachelor in computer engineering;
    2. Bachelor in computer science;
    3. Diploma in computer programming.
